Advice on advert providers – which to choose?

Hey there,
Google ads are *perfect* for me. But with my current project, there is a downfall – the adverts MUST open in a new window, and AdSense doesn’t do that! GRRR!
So I need to move the ad network for this project.
Currently, I have a 250×250 text advert box, with a 250×250 video/image advert box next to it. This would be absolutely perfect if it opened the adverts in a new window.
So who else is;
A) A good company
B) Pays on time, to me in the UK (cheque/paypal/wire)
C) Can provide something similar to what I have now
