How much would you pay for untargeted traffic?

Assuming a pay per click scenario, how much would you pay per untargeted visitor?
How much would you pay if the environment the user came from mainly fits to your business but the click was not performed due to interest in the first place?
(lets say, 10-20% of their intention to click was interest)
