Is PPC good traffc for building a community?

I have a micro-niche blog and Im trying to build a community. I dont sell an actual product, I just have advertising on my site.
Since I’m trying to build a community, do you think that PPC is the way to go to get traffic?
What I like about PPC is that I can be very specific about the traffic I want, and I only pay when I get a visitor, vs. other expensive advertising were I only get people who want the general niche I provice, but not necessarily the microniche.
but does PPC traffic tend to stick around or come back, or do they usually not return?
Im trying to buy traffic that sticks.
