While Creating a Keyword List

noobie here sorry..
While creating a keyword list in wordtracker, I want to look at the KEI of the keyword or phrase. What is the minimum KEI number I should go down to? 5? Also when I choose which keywords/phrases are good based on their KEI, then I should build a list around those words/phrases? and this list should be around 1,000 words?
