173,500 Impressions and 39 clicks… is this normal?

I started advertising one of my facebook applications through fbExchange (an advertising network the displays ads on popular facebook applications). It’s been 3 days and I got 173,500 and 39 clicks (39 people clicked on my ad) and 3 or 4 new app users.
It seems to me that 39 clicks is a bit too low for such a high amount of impressions.
What do you guys think?
