Keyword grouping for PPC

Does anyone know of a program or tool that I can use to help me group my keywords for PPC?
I’ll have a list of say 10,000 keywords and I would like to be able to group them all by "this term" and "that term".
Anyone know of a tool to do this for me? Preferably free
