Promoting an sripts store

I own an online scripts store and I get under 10 visitors a day. I have tried promoting with clicksor.com and adbrite.com but never made a sale from it. I wanted to do a CPA campain but I don’t want to pay to just set up an account or campain and pay per sale too. I am working on making an advanced affiliate program for my site but I am sure it won’t hit off for a long time if ever.
Does anyone know a good cpc program that will work good for a scripts store?
