Flat Rate CPM??

One of my site’s adsense earnings have gone done significantly, before I was making around 600 – 700 a month for this site from them now it’s down
The CTR is down, and the clicks went down to below .05 a click
I know it’s smart pricing but I can’t deal with that bull
The site receives 6,000 – 8,000 uniques and 30,000 + Page views a day

I want to run CPM Exclusively on the site, but the problem is that most of my visitors are returning write in visitors, so basically the same people are on the site all day and all week
I’m looking for a flat cpm like paypopup banners, where they pay a flat .19 cents per 1,000 which I know is low but I can’t get into any of the top tier cpm programs
