I am looking for….

I am looking for a PPC solution that is not limited like google ads (it determines keywords, I need to feed them keywords). It also allows zone targeting so that when users bid on keywords, they can make sure it is only placed within a zone.
Does anyone know of anything like this? I already know these sites are out:
Adsense, Overture, AdToll, Bidvertiser
If anything, howcome none of these sites allow zone targeting? If not the keyword thing, at minimum zone targeting is needed.
Any ideas, thoughts, or suggestions?
