Per per click from flash content

Hello,
Lets Design makes flash games and would like to earn some revenue from in-game advertising.
We know about most of the networks already supporting flash games, such as mochibot and gamejacket (yet they pay eCPM).
I am keen to set up a pay per click system for my games. I need a network that would support this and it would need to supply just an image and a link with variables (no Javascript or cookies). The ad network or company needs to also support clicks from ‘anywhere’ to the link and have a good reputation.
