Networks that allow encouraged clicks

Hello, some people may find this unethical but since I have a strong user base on a forum and my members highly respect me, I’m looking for an ad network that will allow encouraged (not incentive) clicks of maybe like 10 – 20 a day on a financial site, where most ads pay at least $1 per click.
It is my understanding that Google doesn’t allow this though obviously that is what I’d prefer, does anyone have any experience with this? If they don’t know I’m encouraging clicks would they still can me if it seemed that way? Or do they just wait and see if any advertisers complain about it? I do not have ads on the forum so basicly I just direct my users to another site and tell them to click. If not Google does anyone know any other decent networks that actually allow encouraged clicks?
