query in bidadvertiser

i’ve signedup at bidadvertiser.
Then it was showing option to make ads and total budget and then redirected to payment page?
do we have to pay to bidvertiser or bidadvertiser pay us?
Sorry guys..don’t laugh plz..guide me in setup my bidadvertiser account.
