Best CPM/PPC banners to be hosted on a warez-linking site?

Right now I’m using CPX Interactive and I’m not very pleased with the payout. I got an average of 0.07 eCPM which is very low. This is the ONLY advertisement I had on my site and so far it’s not worth having it.
I’ve got about 5500 impressions and 30 clicks daily, and I’m making only 30-40 cents per day!!
I would like to get a new advertisement who’s going to pay more than that, but I got stuck on their terms and conditions because most of them do not allow the contribution of illegal contents.
So, I wanted to know if there’s any site I can sign up and get more CPM while they accept this site specifications?

Ps. The advertisement is banner-only, with the size of 728×90
