Is AdBrite Scamming me? what you think?

I reached to my payment threshold in October 2007 . So my check should have been issued in 1st week of January. But it is April and check still not issued.
When i contacted them .. they sent me this reply:

1. Earnings must have matured
2. Matured earnings must meet the minimum check requirement
3. We must have collected payment from the advertiser for the matured earnings
4. Pay to name must be filled out
5. Address must be complete
