Is clickthrucash.com dodgy?

I put up clickthrucash ads on my site last night. I checked and only 5 people clicked the ads. Where typically the position would get a few hundred. My friend in US clicked it and the stats didn’t change even after a few hours.
Is something going on here that I should know?
