Please suggest where to buy quality pharmacy ppc traffic

Hello!
I’m selling online pharmacy and currently buying traffic in a couple ppc networks. Now I want to enhance my budget and need to find good PPC’s where I can buy more.
Google, Yahoo, MSN – it’s a big problem to sell online pharmacy with their systems because they want some specific license which is hard to get.
Can you suggest me some other systems which have a lot searches for pharmacy and low (or zero ) click-fraud?
I’ve tryed searchfeed, searchabc, goclick, enhance and some others – but all of them have big click-fraud (at least for pharmacy) or just very small amounts of traffic.
