so what is adbrite trying to pull?

I’m trying to find some really cheap, yet reasonably high quality ppc adveritising. I checked out adbrite and sorted their site directory by cpc. one of the top ones is at http://site.www.adbrite.com/mb/comme…&vertical_id=0
average clicks: 100,000
price: $12
I’m still pretty new at the webmaster game, but my BS alarm is going off big time. what’s the deal with this? furthermore, if this isn’t legitimate, how can I be sure if anything on adbrite is?
