adwords alternative help

ive used adwords, and they seem to pick and choose which of my ads they will allow to run.
on one of my accounts i ran an ad fine for 3 days, then setup a simular ad to another page on my site for a different product but using almost the same ad but with different prices noted. The ad was disabled, so i adjusted it slightly and put it back up, the next morning i wake up to have my adwords account disabled.
Ive since tried bidvertiser but their cpc is expensive and conversions are shocking.
Anyone know of any other reliable alternative?

Facebook Ad Ctr Very Low

I am new to Facebook advertising. I have started a testing Facebook ad and i am totally frustrated. Facebook ctr is very low [Only 0.056]. The ad was a cpm and the country was Asian. My targeting was 900000+ people and bidding was suggested one.
Few points hitting my mind of the problem,
1. Was the targeting too broad? [If so, than how to manage it.]
2. Wasn’t the picture that much attractive? [A very cool pic]
3. Was the title or description too simple [I don't think this is problem, what you think]
4. Is Facebook cheating over me. 60000+ Impressions, only 36 clicks? How is this possible.
5. If something missing please let me know?
IS this a fair ctr rate or I am blind?
Please guys help me out.
As an advertiser, I expect minimum 1% ctr rate to 10%. How to achieve that goal.
