CPA networks for UK

Hello,
I have a few questions regarding CPA networks and email/zip offers for UK visitors.
1. Are there any good CPA networks that have many email/zip submit offers for people who live in the UK ?
2. Does your website have to be registered anywhere, if you want to use these offers ?
( someone told me your website has to be registered in some database, if your collecting personal information from British citizens ).
3. Is there anything else I have to know, when it comes to CPA offers and British people ?

Survery affiliates

I am new to this website so forgive me if this is in the wrong forum.
I am interested in starting a survey website where people do surveys and get rewarded for completing the survey. I know that you need to find a survey affiliate to do this so I am wondering if people could let me know of any reliable ones that are UK-friendly.
I have noticed from doing surveys myself (in the UK) that the different survey companies I signed up to (to get rewards myself) often direct you to the same website so I suppose they all get their surveys from certain company affiliates but when I try to find out which ones I don’t get anywhere.
I have searched and found companies outside of the UK but I am not sure whether they are UK friendly.
